Boston, Massachusetts Police Department

• Contract was arbitrated on an expedited basis over the objections of the Boston Police Patrolmen’s Association.
• Annual longevity pay increased by $500 per year retroactive to July 1, 2002.
• The paid detail rate increased by $4. Details will be for a four (4) hour minimum and paid hour for hour to six (6) hours. Details that exceed six hours paid as eight (8) hours to the eighth hour. Time worked beyond eight (8) hours paid at the straight time rate.

Oregon State Police

• Arbitrated decision, with both parties proposing two-year wage freeze.
• Major issue in dispute – whether employees would receive step increases during the term of the contract – was won by employer (no step increases).

Portland, Oregon Police Department

• July 1, 2002: 2.2% (CPI)
• July 1, 2003: 3.0% (CPI + 1.0%)
• July 1, 2004: 4.0% (CPI + 1%).

• Arbitrated decision under “last best offer, total package basis.” Union prevailed.
• Police placed in own group for health insurance purposes. Addition of new on-call pay provision (one hour of pay for six hours on call), 30 days of paid leave for officers who suffer the death of a child or spouse, and work-out-of-class pay threshold dropped from four to one day.

San Francisco, California Fire Department

• 2004: 0.0%
• May 7, 2005: 3.25%
• July 1, 2005: 1.00%
• December 31, 2005: 1.5%
• July 1, 2006: Parity with police wages, estimated to cost $31 million.

• Random drug testing and alcohol testing.
• Increase in workweek from 48.0 to 48.7 hours.
• First year of contract calls for ending of retirement “pickup,” where the City paid the employee’s retirement contribution of 7.5%. Estimated savings: $10 million.
• Contract involved deferring already-negotiated 2004 wage increase.
