Officer shut off video recorder while giving a citizen a traffic ticket for running a red light. Penalty mitigated because of officer’s almost ten years of service with a clean disciplinary record, the fact that the officer committed no misconduct during the unrecorded portion of the traffic stop, and the stresses of the job associated with the officer’s assignment to an area known for drug dealing in which citizens acted in a hostile manner toward the officer.

Officer provided inaccurate and misleading verbal descriptions of calls, and made two false statements during the internal affairs investigation into the matter. The City Council had the authority to overturn an advisory arbitrator’s opinion, which found that the statements were merely “misleading” and not dishonest.
