After giving a 21-year old woman a traffic ticket, officer later appeared in court to state that he had no independent recollection or notes about the matter, resulting in the dismissal of the citation. Officer subsequently told suspect he wanted further contact with her in return for getting the ticket dismissed. Officer obtained her work and home telephone numbers and called her at both places against her wishes, subsequently lying to Internal Affairs about whether he made the phone calls.

Firefighter maintained two residences, one inside and one outside city (where his wife and child resided). Firefighter paid property and income taxes from city address. Fact that co-worker who rented sleeping space in firefighter’s city home did not see him at the residence for five months not dispositive, since renter actually used sleeping space only five to 10 times.

Officer missed 117 days of work in one year, and 18 days of the first two months of the following year due to alleged ailments. On numerous occasions, officer called in sick for his graveyard shift assignment but attended classes the next morning at a local massage and/or karate school.
